Congratulatory Remarks by Consul General Wendy Lyle at Wuhan University HOPE Nursing School Graduation Ceremony (May 27, 2008)

President Liu, Dr. Howard, Dr. Sanders, Dr. Petrini, and Ladies and Gentlemen,

刘校长，豪尔先生，三德先生，帕特尼女士，女士们，先生们，

On behalf of the U.S. Consulate General in Wuhan, I am delighted to attend this very special ceremony.  It is a joyful occasion to honor Project Hope, to celebrate the successful partnership between Wuhan University and Project Hope, and to congratulate the 31 students who are graduating today from the Wuhan University HOPE Nursing School. 

我很荣幸代表美国驻武汉总领馆参加今天的盛会， 一方面表扬世界健康基金会， 一方面庆贺武汉大学与世界健康基金会的圆满合作，并恭贺武汉大学希望护理学院的31名毕业生完成学业。

In 1958, President Eisenhower donated a US Navy hospital ship, S.S. Hope, to help create Project Hope with the goal of making health care available for people around the globe. Seven years ago, a pioneer Project Hope was created in Wuhan teaming up with one of the most prominent universities in China – Wuhan University.  Living up to the motto of “Health Opportunity for People Everywhere,” the project has made great contributions to fighting HIV/AIDS, nursing and preventive dentistry.  It has touched many who believe in hope, and created hope for many who have been touched. 

早在1958年，美国总统爱森豪威尔派遣美国海军船舰希望号以提供保健服务给世界人民的壮志成立了世界健康基金会。  七年前，世界健康基金会与武汉大学携手合作， 在防治艾滋病，护理教育和牙齿预防方面作出许多贡献。这个项目给许多得到照顾的人们带来希望，也照顾了许多满怀希望的人们。
  
Five years ago, Project Hope set up the Wuhan University School of Nursing. Under the leadership of Dr. Marcia Petrini, the project has become one of the leading schools in China, and a shining light at Wuhan University. 

五年前，世界健康基金会在武汉大学成立了希望护理学院， 在帕特尼女士的带领下， 这个学院在中国远近驰名，使武汉大学大放光彩。

In the wake of the recent tragic earthquake at Wenchuan, Sichuan, our appreciation for doctors and nurses has deepened.  When I watched TV coverage of the rescue mission for earthquake victims, I was filled with respect for doctors and nurses who devoted their lives to save other lives.  What a noble profession to have!  

最近四川汶川大地震的悲剧使人们对医生和护士们在援救灾区受难百姓的伟大贡献深感佩服。 这是多么崇高的行业，令人称羡！

Like the creators and followers of Project Hope, I am a firm believer in humanity and vitality, two strong values shared by many of my fellow Americans and my Chinese ancestors.  I arrived in Wuhan all by myself in late November last year without a U.S. colleague, a staff or an office, to start up a brand new U.S. Consulate General in central China, an area which had not seen a U.S. official presence for several decades. 

就像世界健康基金会的同好们， 我也一样坚信美中人民都具有的“博爱宽容”和“活力充沛”的本性。  去年十一月底，我一个人在没有办公室，没有助手的情况下来到了和美国官方几十年来没有接触的中国中原地带， 为开办崭新的领馆展开工作。

In the past six months, with strong hope and determination, I have visited 12 cities in all four provinces in the Wuhan Consular District, Hubei, Hunan, Henan and Jiangxi, and have built strong partnerships with over 100 institutions, cultivated ties with 400 Chinese leaders in all different fields and reached out to almost 3,000 students including those of you who are here today.   I am very hopeful that in a few months, you will be able to visit me in the brand new office of the U.S. Consulate General in Wuhan located in Hankou.

六个月来，满怀着希望和决心，我拜访了武汉领馆区湖北，湖南，江西，河南四个省份的12个城市， 与一百多个单位和四百多位领导建立了合作关系，同时也与将近三千个大学生进行交流，包括今天在场的各位同学。我相信，在不久的将来，你们就可以到设在汉口的美国驻武汉总领馆来看我。

At the present time, the Consulate General will focus on promoting U.S. exports and fostering other aspects of our commercial and economic relations, expanding academic and cultural exchanges between the United States and the four provinces in Central China, and providing emergency services to American citizens in the region.  Fuller services, including consular services, will come in due time.

目前，总领馆的工作主要在于推动美国与中国中部四省份的经贸，学术和文化交流， 并且为住在领馆区内的美国人民提供紧急服务。包括签证方面的其他服务将会随后而来。

The choice of Wuhan as the site of the first new U.S. diplomatic post in China in more than 20 years was based on a number of factors.  Central China, which has always been the cradle of Chinese civilization, the reservoir of ancient Chinese culture and a major center of Chinese higher education, is increasingly important economically, politically, commercially, academically, socially and culturally.  

美国在武汉设立二十多年来第一个新领馆有几个原因。中原地带是中国文明的摇篮，是中国文化的泉源，又是高等学府中心，在经济，政治，商贸和学术文化方面的地位扶摇直上。
 
We chose to open a Consulate General in Wuhan now as part of Secretary Rice’s larger effort to shift personnel from U.S. embassies in Europe and elsewhere to China and other important countries.  In that sense, the establishment of a Consulate General in Wuhan is a concrete demonstration of the strong and growing ties between the United States and China.   China is one of our most important bilateral relationships and will continue to be central to our success on nearly all fronts of our foreign policy. 

美国国务卿莱斯选择现在在武汉设总领馆，是他把过去设在欧洲和其他地区的官员转到中国和其他日趋重要的国家的一个重要外交政策。从这个角度看，美国驻武汉总领馆的设立是美中关系日益紧密的铁证。美中关系在美国全面外交关系中具有核心重要地位。

A U.S. presence in Wuhan allows the U.S. government to provide services to American and Chinese institutions of higher education, to help promote mutual understanding, facilitate exchange programs and build enduring university linkages.  The U.S. Consulate General Wuhan is committed to playing such a role and will be an ally for Wuhan University HOPE Nursing School. 

美国驻武汉总领馆的成立造就了美国官方推动美中教育交流，增进相互理解的平台。

A U.S. presence in Wuhan also allows us to provide services to American companies in this important region.  The U.S. Consulate General Wuhan is committed to playing such a role and will be an ally for these companies to best utilize Project Hope services and support nursing education as part of their corporate social responsibilities. 

美国驻武汉总领馆的成立为设在中部地区的美国公司提供服务， 为这些公司有效利用世界健康基金会的项目，尽到公司为社会负责，赞助护理教育的责任。

In the past six months, many of my colleagues, friends and partners have come to know me as a person of action and hope.   With sincerity, I share your vision and wish you every success in your pursuit for ways to bring hope into this world.   Thank you!
