Good Evening, Ladies and Gentlemen!  I am Wendy Lyle, the U.S. Consul General in Wuhan and the moderator of tonight event. 

大家好！我是白小琳，美国驻武汉总领事，也是今天晚上联谊会的主持人。

On behalf of the U.S. Consulate General in Wuhan, I would like to extend a hearty welcome to all of you – State Alumni, my distinguished guests from Beijing, Wuhan, Yichang, and Changsha, American Fulbright scholars in Wuhan, my dear colleagues from the U.S. Embassy in Beijing, and, especially, 11 U.S. Congressional staffers who came all the way from Washington, DC.  

我谨代表美国驻武汉领馆，竭诚欢迎大家！ 欢迎参加过美国国务院交流项目的朋友们。欢迎武汉本地和从北京，宜昌，长沙远道而来的贵宾们。 欢迎来自美国使馆的同事们。还要特别欢迎老远从美国首都华盛顿来的11位美国国会议员助理们。

Before we begin tonight’s reception, I would like to express my condolences on behalf of the American people to the victims of Wenchuan Earthquake and pay our respect to the Chinese people who have demonstrated such courage to help the victims recover from the tragedy and rebuild their communities.  Our hearts go out to our Chinese friends and we stand ready to help. To date, USG assistance has reached $4 million, and total US assistance, including private and corporate, is $100 million.

在我们开始今天晚上的典礼之前，我代表美国人民向汶川震灾受难的百姓致哀，并向中国人民在救灾中勇敢博爱帮助灾民重整家园致敬。  美中人民两心相系，我们愿意随时伸出援手。到目前为止，美国政府已经提供了四百万美元的援助。美国人民的全部捐赠，包括个人和公司赠款一共是一亿美元。

It is truly an honor to have you here with me to celebrate the first State Alumni reception in Wuhan, a joyful occasion to honor mutual understanding, international dialogue and constructive partnerships. 

今天晚上非常荣幸请到大家在武汉和我相聚一堂共同欢庆第一届美国交流联谊会，为促进双方理解， 加深国际交流，建立有效的合作伙伴关系而鼓舞。

The U.S. government established the Wuhan Consulate General under the provisions of the 1981 U.S.-China Agreement on Consular Facilities.  I arrived in Wuhan in November last year to help set up the office and began reaching out to the host government, American communities and local Chinese contacts. 

美国政府开设武汉总领馆根据的是两国在1981年签订的领事协议。我在去年十一月到任，开始拜会领馆区中方领导和单位，并且和美国公民联系， 展开建馆工作。

The choice of Wuhan as the site of the first new U.S. diplomatic post in China in more than 20 years was based on a number of factors.  Central China, which has always been the cradle of Chinese civilization, the reservoir of ancient Chinese culture and a major center of Chinese higher education, is now leading China’s “Central China Rises” initiative.  The drafters of the U.S.-China Agreement on Consular Facilities clearly understood the importance of the city and the region.

美国在武汉设立二十多年来第一个新领馆有几个原因。中原地带一向是中国文明的摇篮，是中国文化的泉源，又是高等学府中心。  现在又肩负中部崛起的主导重任。当年签署美中领事协议的官员可以说有先见之明。

We chose to open a Consulate General in Wuhan now as part of Secretary Rice’s larger effort to shift personnel from U.S. embassies in Europe and elsewhere to China and other important countries.  In that sense, the establishment of a Consulate General in Wuhan is a concrete demonstration of the strong and growing ties between the United States and China.  

美国国务卿莱斯选择现在在武汉设总领馆，是他把过去设在欧洲和其他地区的官员转到中国和其他日趋重要的国家的一个重要外交政策。从这个角度看，美国驻武汉总领馆的设立是美中关系日益紧密的证明。

Never in the shared history of our two countries have the United States and China been so deeply engaged, working together on a wide scope of global issues than ever before.  China is one of our most important bilateral relationships and will continue to be central to our success on nearly all fronts of our foreign policy. 

两国在许许多多全球性问题上携手合作，关系密切，前所未有。对美国而言，中国至关紧要。美中关系在美国全面外交关系中具有核心重要地位。

During the past six months, I have visited 12 cities in all four provinces in the Wuhan Consular District and have built strong partnerships by reaching out to and bonding with many, many of you.

六个月来，我拜访了武汉领馆区湖北，湖南，江西，河南四个省份的12个城市， 向你们大家伸出友谊之手，掏出知己的心。

Working closely with many of you, the new Consulate has set in motion many mutually beneficial projects and visits, including the Congressionally-mandated International Visitor Leadership Program, Fulbright Program, American Studies Program, Humphrey Fellowship, and Ambassador’s Grant for Cultural Preservation, to build constructive bilateral relations.

与你们大家携手合作，新的总领馆顺利展开共创双赢的项目和访问，建立有成效的双边关系，比方由国会制定的国际访问者项目， 富布莱特学者项目，美国研究项目，汉佛莱学者项目，大使保护文化基金等等。

In the past six months, the leaders in Central China have demonstrated a strong desire to work with the new Consulate General to use these tools to build stronger ties with the United States.  Your presence today has reinforced the message that this is the time for the U.S. to partner with Central China to strive for common goals and find solutions for common challenges.

六个月来，中部地区的领导们强烈表明愿意跟刚刚起步的总领馆合作，利用这些项目加强美中关系。您今天在场又再次说明现在是美国推动中部崛起，进一步争取共同目标， 为共同挑战寻找答案的大好时机。
